Is it acceptable in GRIHA to provide guidelines for air-conditioning systems to be equivalent or higher than 3 star rating for an apartment building?

In a residential project, the space-conditioning systems are currently under resident's scope and the project owner/developer is not proposing any air-conditioning system in the project. So, is it acceptable in GRIHA to provide guidelines for air-conditioning systems to be equivalent or higher than 3 star rating? For Criterion 14 (GRIHA Version 3), will the building be considered as conditioned or non-conditioned?

Solution

Since the space conditioning is not under the scope of developer, worst case scenario should be considered and the building should be modeled assuming that at least all bedrooms are air-conditioned. Consider 1 star AC for the simulation purpose in all bed rooms. In other spaces, ceiling fans/ACs should be assumed. For unconditioned regularly occupied spaces, thermal comfort parameters should be in coherence as per GRIHA guidelines.
