(#8197) Multiple queries for areas under tenants scope in existing building


Query

For an existing Government commercial building which is tenant occupied and less than 3 years old. The owner of the project is not providing air conditioning or lighting in the tenant occupied spaces. In this case, how will the following measures which are not in the owner's scope be met:

Query 1: Criterion 3- Maintenance, green procurement and waste management which are in tenants scope?

Query 2: Criterion 5- Energy efficiency - since the building is less than 3 years old audit needs to be done. So will the audit data for energy have to be taken from each tenant?

Query 3: Criterion 9- Indoor comfort
-thermal comfort requirements
-artificial lighting of tenant spaces
-daylight
-indoor noise levels

Query 4: Criterion 10- IAQ
How to meet the fresh air quality and quantity requirements as it is not in tenants scope?

Solution

Reply 1: The owner needs to maintain all major electromechanical equipment (such as STP, HVAC, domestic pumps, transformer etc.) and civil works which fall under owner scope.

Reply 2: If the building has been operational for less than 3 years, then the project team needs to conduct an energy audit for the entire project.

Reply 3: To achieve appraisal points the project team must ensure that thermal comfort, artificial lighting, daylight and indoor noise level requirements will be met whether it is in tenant scope or not. Moreover, the project team also needs to issue the guideline and ensure that the same will be followed in the future as well.
