Do we have to do calibrated energy simulations for the Energy credits? Or just implement the ECM's?

If the project is claiming non-applicability in criterion - 5 then the energy audit report must be submitted and it needs to be calibrated, else please submit the list of implemented EEMs with corresponding energy savings
