How can a builder make sure that the tenants follow GRIHA requirements in their leased apartments?

The project is a core & shell development and spaces will be leased out to tenants. In the tenant areas, the interior lighting requirement shall be designed & installed by the respective tenants. The project proponent is only doing the lighting design & installation in building exterior and interior common areas where the requirements for GRIHA is being met. How this requirement shall be addressed as the schedule of tenant occupancy is market driven & is out of our control.

Solution

With respect to the upcoming core and shell development, it is recommended to include minimum energy efficiency levels for lighting design as part of the tenant contract documents. This will provide thresholds to the tenants, according to which they can get their interior spaces designed. Along with the contract documents, the tenants can be provided with additional information which will assist them in ensuring compliance with the norms. Some of the suggested documents are mentioned below:
1. Brochures of approved vendors of various fixtures with key fixtures highlighted.
2. Sample artificial lighting simulations and suggested layouts. This will provide the tenants with a good guidance document to follow.
The project must ensure compliance for all common area lighting.
