Is it necessary to submit the project drawings in CAD format to demonstrate compliance?

The submitted drawings must be legible and of high resolution. The format (PDF or DWG) does not matter. However, an evaluator may ask for drawings or editable format in some specific case to cross check areas. In case of PDFs, all dimensions must be clearly marked.
